The USA has a higher population percentage in prison than almost any nation on Earth (we're #5 actually with Cuba and Rwanda ahead of us). Our prisons are packed well beyond their intended limits.

Even Saddam Hussein couldn't suppress all opposition in his country with his jackbooted thugs.

Earlier posts above point out lawbreakers, (happens to be a child, true). But you all seem to think that people who break the law, like the child, are victims.
