Actually I think it goes further than this.

This is not just another regulation such as the minimum wage. It actually in effect silences critics.

You repeat a lie 1000 times and most believe it, but if someone injects the truth even once, all the 1000 lies can be wasted. Those who work in government tend to like us thinking a certain way and often debate is carefully framed so that no harmful (to government) conclusions can be reached.
