Germany passed a law which was well-meant and intended to assist people in dire need to obtain a safe haven. Unfortunately, it has unintended, and in retrospect easily foreseeable, consequences. I wouldn’t say it was stupid, but perhaps not thoroughly thought through. Anyway, the unintended consequence is that people skip over the German borders from other EU countries, which according to EU regulations are no longer uncontrolled, having dropped their passports into the Mediterranean Sea, and claim asylum. Since their country of origin cannot be established without a passport, the Germans don‘t know where to send them and by law they cannot be simply sent back over the border to Belgium or France or NL, and so they end up in the asylum process in Germany indefinitely, without work permits and they become a burden on society. Eventually, they get frustrated and restive.
A similar well-meant law in the USA led to unintended but in retrospect easily foreseeable consequences. According to US law, economic migrants apprehended at the border can be sent back over the border lickitysplit. However, according to recent policy changes, unattended minors cannot be sent back over the border without a more complicated legal process. The humanitarian intention is obvious to all but the most callous: no one wants abandoned children wandering around loose on either side of the border. The unintended consequence is that, once foreigners learned of the new policy, they started sending their children over the border unattended, knowing the US border patrol would have to induct them into the asylum process and not send them back right away. One tries to help people in dire need and gets taken advantage of. Every action has a re-action. Real-world politics is often messy and requires constant vigilance and re-adjustment.
