Destroy the profit margins on drugs. Tax them and spend that money on health care and reintigration.
Locking people up isn’t effective and it is very expensive. There are better ways of dealing with criminals which lower their chances of re-offending and still form punishment.
Look at Europe. We have much less crime than the US (well, except bicycles in the Netherlands for some reason) and very low prison populations. And a lot less violence...
The Netherlands has 17 million people and is quite small so comparison with the USA isn't right.

So, drug addicts get help to try to kick the habit. Reintegration. Things like that.
Punishments in the Netherlands aren’t too strict.
Locking junkies up doesn’t help them or the people who were stolen from. And fines don’t work (the Dutch have a saying: you can’t pluck a bald chicken).
So, punishments are generally along the lines of community work, forced labour (don’t think chaingangs, but think clearing garbage in public parks, etc.).
Then if the drug addict gets clean, they’ll sometimes be asked to appologise.
But if they get clean, they’ll be offered employment to rehabilitate. Try to change their environment so they have less chance of reoffending, etc.
Obviously, if they commit murder or something like that, then they will get prison time.
It’s not very common here.
And heroin (opioid) addiction has been on the decline since the 1980’s.

Much of what we do now in social welfare would be done with voluntary benevolent organizations like religious groups, groups like the rotary club etc.
Tell me, do you like living in a country that has a military presence in 150 countries? They've been screwing the people in this country for decades.
It's not a bad idea to have a government run retirement system.
The real problem is, putting the power to run it in the hands of corrupt people that
are above the law!! They will always screw you as long as they have absolute
power so why give them more power

And the mere idea that you think of it as an excuse says a lot about you.
Do you think they are thieves? Or do you think that stealing is a consequence of their addiction?
If someone comes into your house to rape your wife, are you justified in killing them?
So: is it murder and you should get life imprisonment? Or is the murder you committed the consequence of another problem you had to solve?
And should that have an effect on how you are treated?
I don't think a junkie commiting crimes because he needs "to solve the problem of his next fix" can be compared to self defense.
It seems like the world is giving bad people too many excuses for their actions.
People get high because they like it.
Now for a more important topic...
