Actually, Canadian courts seem to have it right while SCOTUS got it wrong. Living on public land is no crime, if that's what is available.

Here in the UK homeless citizens get left on the streets, including veterans.
However if you come over on a Macron sponsored dingy you get free hotel accommodation, priority private healthcare and dentistry and some spending cash. It’s only costing the taxpayers £8,000,000,000 a year and rising.

The have had a bunch of small house like places built which are small but would keep people warm, many have moved into them but others for reasons only they know refuse to do so. These places are heated and have electricity There are places they could go to, but don't want to follow the rules and times to be in and no drugs, now I can personally see why it would be hard for addict, but much better than freezing to death outside.
This issues is still being worked on and thankfully no snow yet, but it is coming soon. They can't be forced inside, but they can't endanger themselves either. So arrangements are still trying to be made at this time. There is also the issue as was mentioned where do they go to have a bowel movement or urinate? Those little one room house like pallets have a washroom in them, and place to cook food, and the biggest thing of all Shelter from the cold bitter winters we have here.
