Boston was well within its rights to handle the situation with caution, and to expect those that caused that reaction to pay for it. When you are responsible for the safety & security for millions of people then you would react in the same fashsion. What are the odds that the next time someone ones to pull a prank like that, they'll do it in Boston?

Proceding with caution is one thing going completely overboard, spending 500 grand to investigate. And secondly it wasn't a prank it was basically a billboard. Its not like it was meant to be a bomb threat.
I actually rent my house, And if I came home and found a small led device I would just get a ladder and remove it if I didn't like it. Not go and spend 500 grand in removing it.
