Or, actually, let me rephrase.
There's no such thing as binding international law.
If a given country has ratified or adopted a treaty or agreement, then the treaty or agreement is enforceable in that country on the strength of that country's ratification of adoption. I could be wrong, but I don't believe any country recognizes the sovereignty of international law, in and of itself, within its borders. Certainly, for example, the United States doesn't.
