So how would you define "autonomy"?

I seem to be able to vote once in a while in germany, tehre seem to be changes in government. German governments take dcisions, that nager their friends (like spending not enough on military angered both Obama and Trump).

To me it seems that there is "some" autonomy at least.

NATO has minimum military spending amounts based on percentage of GDP.
If you don't like it leave NATO. Then you will not be obligated.
