So I've had a couple of looks at this and it's not Ireland, it's clearly filmed in England. What appears to be a black Englishman chasing a white Irishman... nothing new there.

Not sure what the point is supposed to be, a couple of idiots having an argument which turned into a fight, happens everyday in every country in the world.

He's English, native English speaker. Probably London, I'm sure Ghost could confirm that. Whether it was one person or several is immaterial.
