That's in addition to Trump suing to stop an investigation of the riots.
So there are no charges (apart from the actual rioters who were arrested) because Republicans are voting against, filibustering and suing to stop an investigation of the insurrection. That's likely because those at the top who plotted and incited the insurrection are all Republicans.
