At a guess I’d say most were average, with maybe Speers and Goebbels being higher.

Many lawmakers in the developed world have advanced degrees in medicine, law, business, as well as the other arts and sciences. I consider this intelligent enough to do their jobs, in or out of government. One does not need to be exceptionally gifted or have a sky high I.Q. to succeed in the world today.
