Your financial advice is terrible. You are blinded by hatred. Your advice is like saying not to invest Grumman because Iran's F14s failed to protect them from Israel's airstrikes.

It's not news that landlords in Los Angeles know they have the population by the nutsack. People are desperate and the big corporate investors are using Boomer retirement investment money to elbow out individual home ownership and are getting fat off the population.

Trying to rent anything including storage space requires you to talk to one of a handful of lazy arrogant property managers, make an appointment and then they send the building's janitor late to show you apartments with broken locks, filthy, depressing and tiny, buried deep in a giant apartment block. They are trying to get people accustomed to spending more than the traditional 25% of income to 33%. Their demands are ridiculous and even if you have a year's worth of rent prepared up front if your credit isn't top notch their automated system won't even let you make an appointment to talk to an employee.

Blaming the Feds for the way capitalist landlords are teabagging the population in California cities only makes sense if you are upset about low taxes. Section 8 is not to blame for the extremely landlord friendly environment in this State which takes all the pressure from them to maintain their properties.
