I heard someone tell me that Obama said that if Obamacare passes our premiums will fall as much as 3000%. Of course, I questoined this and googled it and found this.

According to this, my source was correct. Does anyone really think he meant this or was he just having a ministroke? In addition, are there any other sources out there that may corraborate this quote?

Has the figure been commited to print in any official documentation, White House press releases or some such?
Are you sure you're not making a fuss about a mere verbal flub? And if you are, isn't it possible that you're a little off your rocker, as opposed to him?
