Remember Rudy Giuliani? He was a well-respected mayor of New York City, respected for his handling of 9-11, but he fell into Trump's inner circle, lied for him and now he's a shadow of his former self. It's quite sad.

It was a payoff, a 2 billion dollar payoff for influence in the Trump administration. I don't expect we'll ever see any of that make its way back to the Saudi prince.
Just like I do not expect any of the money from Trump's GoFundMe page to make it to any of the hurricane victims. It'll end up in Trump's pocket. Or his campaign stash, which is the exact same thing.
