Now in order to do this, the politician needs to stay in office. This does not mean that (s)he needs to come up with any ideas. (S)he just has to act like (s)he gives a rat's a$$ about whatever issue. Taking thumbs makes you sound tough on juvenile crime. Doesn't mean you have any real interest in reducing the problem.
Yes, kids (if it is kids. A lot of adults are into graffiti) do deserve a little awakening. Make them "internalize the social costs." Mess with their utility function a bit, if you know what I mean.
