Their mayor DeBlasio created a "snitch line" so that citizens could alert the city when they saw their fellow citizens violating isolation.
However, New Yorkers did not much care for the snitch line, and instead sent in photos of extended middle fingers, portraits of Hitler, and even pictures of their own genitalia. Some even took pictures of the mayor doing things he probably should not have been doing either, like going to the gym.

I'm confident, however, the boob will get elected again, that's just how New York politics roll.
