So Russia plans a flag and now lays claim to the North pole, my understanding is that no-one actually owns the north pole.......could this be the start of another "cold war"... (no pun intended)

No, the Russians are desperately trying to reclaim some of their former glory. Let them send subs to the bottom of the sea.
