Here are the guidelines as laid out by the city government’s website:
Community members who are interested in applying for the West Hollywood Pilot for Guaranteed Income must reside in the City of West Hollywood, be 50 years or older, identify as LGBTQIA, and have an individual income of $41,400 or less.

The City of West Hollywood, in collaboration with nonprofit partner, National Council of Jewish Women/LA, will open applications for the first pilot project for guaranteed income in the nation aimed at evaluating the impact of cash payments on the financial stability and quality of life of LGBTQIA older adults.
Most of these older people have faced severe discrimination in jobs and hiring during the course of their lives, and so, have had little chance to build a life savings, or contribute much to their Social Security funds, and now face poverty due to skyrocketing housing costs. To their credit, the National Council of Jewish Women in LA are trying to help these people. In addition, the city of West Hollywood has a population of less than 40,000, so the amount people eligible for this aid would be tiny.
You really hate it when people want to help others - don't you? 🙄
