This week in the UK parliment is voting on:

ID Cards, Smoking in the Workplace and The Glorification of Terrorism.

It would appear that Tony Blairs Labour party are seeking to centralise power and control over the civil liberties of the individual.

Is this authoritarian path an example of strong leadership or an undermining of individual liberty?

I think that these are definitely undermining our civil liberties. With the exception of smoking in places that prepare food, I am against all three of these.

It is our civil rights that separates our country from many other nations and what makes it great to live here. These sorts of things are definitely evidence of the "nanny state" to use the common term that seems to be buzzing around the media.
