The real question is whether the West have killed civilians in any numbers. Gaddafi is claiming they are, but has the regime has even collected journalists telling them they were going to show them bodies of civilians, driven them round for a while and then dropped them off back at their hotels with fairly lame excuses as to why they'd not seen casualties. The west is sensitive to non-combatant deaths and may try to cover them up, but isn't really in a position to.
While I'm pretty certain the West's motives in this aren't as pure as they claim, I really don't think that they are lieing about Gaddafi's refusal to respect the right of non-combatants to remain non-combatants.
