So the maximum Apogee of a Minuteman III (which is a current US ICBM) is 1100 km above ground, this is far beyond the karman line which is a frequently used marker for the begin of "space".

And there are many natins capapble of starting rockets reaching that height.

Can you name one example for an ICBM that circled the world more than once? The technical defintion of "ballistic" is less than 1. cosmic speed.

Yes. For reference, the Kármán line is 100 km up. Low Earth Orbit (LEO) starts around 160–2,000 km above Earth's surface. The ISS orbits at roughly 400 km, while geostationary satellites sit at 35,786 km.
