Towards the end of the month here in Indonesia, police - in an income generating exercise - sometimes set up road blocks and fine people on the spot for relatively minor infractions. Sometimes they try to levy these fines even without the premise of any minor infractions. If you take out your mobile phone and appear to start videoing in these situations, the police officers either become really shirty or they just wave you on your way.
In the US, near the end of a fiscal quarter you will see Police out setting up speedtraps- common practices are to setup around places with unusual change in speed limits (like dropping from 65mph to 45mph in rural Nevada etc.) to generate lacking revenue goals for the department.

As you say its about consent. Downunder cops routinely advize you that they are recording you. Even in my mobile phone manual it advises that you seek permission of the person being recorded before doing so. I wonder how this affects the papparazzi enclave and how long the public's right to know can cloak deliberate attempts of catching the innocent in awkward poses.

I can't see how he's guilty of anything though, since there was obviously no intent. He didn't set out to tape anyone; he just put the camera in the helmet, presumably to cat ...[text shortened]... doesn't appear to have put it on just to tape the cop.

This charge should be dismissed.
you can't record or film someone without their consent in their homes. or let's say in their office or whatever.

in a public space however you should be able to do whatever. otherwise, i can't as a turist take pictures of the eiffel tower because some french doodz keep entering the frame.

Should anyone be able to film cops at any time?
Making it a felony to do so ,a good thing or absurd?
Is this youtube all we know about this? Do we know what happened before, and what happened when the camera was off? Do we knw what happened at where the camera was not turned? Do we know anything at all?

Or is this just sensationalism? Where is the hidden agenda?

Dont get caught up with sensationalism or anything else. the moment caught on video is everything. Provocation is no excuse for unproffesional behaviour...
