You're a mess on this. The science guides CDC policy recommendations, but those need to be weighed against practical concerns as well. We've used the analogy before that lowering the speed limit to 5 mph would save lives from a policy standpoint but isn't practical. Also impractical would be eliminating speed limits in school zones. There's an (often difficult) balance and I can't pretend to understand the gravity that goes into decisions like this that impact 300 million lives.
Another example of this was masks. Fauci didn't recommend people to wear a mask because we didn't have any available to wear.

We save X numbers of lives by outlawing driving, but despite the fact that saves lives, it's unacceptable. There's a "guided by science" recommendation that allows for normal human existence within a reasonable framework of safety.
