Before you answer this question, note that 'welfare' does not mean what llibs interpret it to mean:

"General welfare" in the U.S. Constitution (Article I, Section 8) is interpreted as a broad power granted to Congress to tax and spend for the nation's overall benefit, rather than for specific, local, or private interests"

I'm not sure why this thread is still going, but when the right wing posts "you can't make this stuff up" as the title of a thread about a news story, it's almost guaranteed that they made it up.
