Fiscal policy is about how a government finances revenues (generally through taxes, tariffs, and debt) and spends those resources.
Monetary policy is about how a monetary authority (e.g., the Federal Reserve) manipulates the stock of money. It is also concerned with issues arising from this like inflation.
Edit: I see that you actually wrote "monetarism" I assumed that you meant "monetary" since that more directly contrasts with "fiscal." Monetarism is actually a viewpoint in economics. You can read all about it on wiki for instance.
So monetary think "money;" "fiscal" think taxes and spending.

hysteria and there you are posting a link that bluntly slaps me across the
face and reminds me that the problems in the world (war, famine,
diseases...) can't be solved through politics, religion or any monetary
means, because the monetary system is inherently flawed and the very
cause for many of those problems.

I had a spare moment so I spent it listening to this link. I got about 3 min into it, up to the point where the narrator finished going on about corruption.
If anyone else was thinking about spending a spare moment on this link, I would suggest that you do not. Do something more useful and enjoyable, like housework or taxes.
