A US company contracts a manufacturer in China to make a product. The US company gives the tech specs to the Chinese manufacturer. The Chinese manufacturer then buys a bunch of parts from Chinese suppliers and assembles the parts at their Chinese factory and ships it to the US company after assembly is completed.
The problem is that the US company relies on the Chinese manufacturer to do all the quality control and further relies on the Chinese government to do inspections on the manufacturing and supplier facilities to make sure no toxic parts are being used.
The US company does little to no quality control themselves and the US government (and western governments in general) do not test many of the products that are imported from China for quality either.
Now, China at the moment, is not a manufacturing country that lists environmental concerns as a high priority and many consumer laws can be "skirted" by obvious means.
To think that the substitution of sub-standard materials is an isolated event and not widespread is risky. You risk the health of your kids and yourselves if you don't think there is an issue here.
This is why European toy makers like Lego are being inundated with requests right now to take over manufacturing of kids toys.

As for getting what you pay for, sometimes you want the best and at other times you go for lower quality. I buy lots of Chinese prducts and they work well. I still cant see how the solution is to boycott all of Chinese products.
