It was a Democratic congress, but it was an amendment that were added by Republicans and was added as one of dozens of amendments to a much larger bill. Once it was passed many Congressmen expressed surprise that it was even in there, which points to a much larger problem.
I can just hear them after they voted for Obamacare. "Genocide for conservatives?" "I had no idea that is what was in the bill" "Oh well, I guess we don't have to worry about Fox news anymore" 😵
