Food security, by definition, either exists or does not. There's no partial food security according to the definition. It's like saying someone is less than 100% pregnant. Either there's a fetus/zygote in there or there isn't. Likewise, either everyone has enough food all the time (food security) or they don't.

I'm just going by the UN definition. You consistently refused to define the term yourself so I had to find one. If you don't like it then tell us what YOU mean by that phrase, since your use of it is inconsistent with the UN definition.
