It's always been the case that he could have just released them at any time and chose not to. Congress needed to pass a bill to release the files because trump wouldn't do it. And MAGA in Congress were lockstep against releasing the files until yesterday which tells you trump previously told them to vote no.
HE wasn't in charge of the files, and before that BIDEN and his DOJ was.

The truth is there are probably powerful figures on both sides of politics that are probably implicated in the files, but the Republican echo chamber made it a Democrat only issue that they would lift the veil on, exposing all the corruption.

What the Republicans probably didn't count on was their guy looking just as guilty as any Democrat.
