Sounds as if his press release writer needs a brain transplant, but they were at least quick to produce another version which made sense...
The new version reads, “the president continues to blame anyone and everyone for failing to respond to the drought but himself.”

President Obama urged members of Congress Monday to pass a farm bill intended to relieve farmers struggling in the midst of a debilitating drought. He also signed off on $170 million in drought aid.

Pounding away at an obvious mistake in wording is pretty absurd. The Republicans did it this year with their assertions that Obama didn't know the Supreme Court could void unconstitutional legislation and with the brouhaha over his statements regarding businesses and infrastructure, but I see no reason to mimic that reprehensible behavior. We all know what the guy meant.
