I never claimed Obama was legally liable. I said it’s reasonable to ask whether the Obama Foundation bears some responsibility for ensuring that people working on its signature project aren’t left holding the bag. That’s a question of oversight and accountability, not legal ownership.
If your position is that the Foundation has absolutely no responsibility once it signs a contract, then fine—say that. But that’s a different argument than claiming nobody is allowed to ask questions when subcontractors say they haven’t been paid.
As for Trump, if he personally stiffed contractors, then criticize him for that. I’m not defending every action Trump has ever taken. But pointing to Trump doesn’t answer the question about the Obama Library. It just changes the subject. You change the subject SFast.

Subcontractors are paid by contractors. The contractors were paid. If the subcontractors aren't getting paid, that's a contractor problem, not the Foundation's problem.
