Orban was worse than those others at least in terms of influence. His actions have exercised veto power over policies the rest of the European Union has been wanting to pursue for years, up to and including sending more aid to Ukraine.

It's a bit of a problem with the EU that all members must be unanimously in agreement in order to get certain things done.

Except when Merkl declared “we can do this” and opened the border to refugees without consulting the states which are the chief ports of entry, such as Italy, Greece, and Malta. That was a unilateral policy decision with far-reaching consequences for the whole region.
