News reports are out that one of the most senior leaders of the Taliban has been captured. If true, this could further diminish the Taliban's influence and ability to carry out it's attacks.

They'll just get another leader. It's hard to vanquish an ideal...

In order to eliminate the possibility of terrorist attacks, an all-encompassing police state would be required. The cure would be far worse than the disease. It is therefore necessary that terrorist attacks always be possible, although hopefully without being actuated.

I doubt that an all-encompassing police state would be sufficient. I do think that education and a reduction of poverty goes a long way towards reducing the amount of terrorism that actually happens.
