Lago's actions were reasonably calculated to provoke a specific foreseeable reaction from a specific person.

Politicians can't be responsible for every crazy person among 325 million who will twist their statements.

It's surely "reasonably foreseeable" in the US circa 2019 that hate filled rhetoric complaining of an "invasion" of people of a different "race" coupled with an absolute refusal to implement any necessary restrictions on weapons capable of mass killing within seconds would result in something like El Paso.

Perhaps it's a little bit less foreseeable that someone would assault another person at a sports event for refusing to take off their hat during the national anthem, but you have had the President of the United States repeatedly saying that people should be punished for not acting in a certain way during it. And also calling them crude names and suggesting they leave the country. It's not hard to see that this might encourage physical violence against others acting in a similar manner.
