One can - and should - ask the question, though: Is this an appropriate use of US tax payer dollars? π
More to the point, Congress should ask this question (on our behalf) when deciding whether or not to continue funding USAID.
CONGRESS. Not the President. Not anyone else. π

Even more to the point, Congress and not Elon Musk should decide. Congress controls the purse strings; this is anchored in the Constitution.
Furthermore, if you suspect large-scale, financial fraud, you should be engaging, experienced forensic accountants, not geeky adolescent computer programmers.
This gets at the root of a very important question which is not at all settled in the hearts and minds of the American people: why do we have government? π
A) Do we have government to protect all our rights equally? Or,
B) Do we have government to do lots of good things, anywhere and everywhere?
I argue that the correct answer is A, while the Peruvian comic book falls more under B. π

My problem with Musk is not that he is drawing attention to government waste. Senator Proxmire used to do that with his 'Golden Fleece' awards.
My issue is that Musk is being allowed to tear down our democracy to do it. The cure is FAR worse than the disease. π
We have to cut Fed gummint spending from $7T down to BELOW $5T per year WITHOUT cutting ANY taxes. That means cutting all government spending by an average of about 28%. π
Otherwise our debt will continue to rise and one day the United States will default. That fact is as sure as the turning of the earth. No one knows what happens after that - somewhere between Second Great Depression and World War III. Nothing good.
It could happen after we are all dead. But it will happen. π
