Yes -- many people in general become less angry over time (especially those who generally lean towards the party in power). And the Dems would have lots of time to convince everyone that their plan was a good one.

But the same would apply if Congress and the White House were dominated by libertarians seeking to make major spending cuts. It would be controversial - there would be a rush to get it all done as quickly as possible - leaving lots of time for the anger to calm.

I do agree that this is a lousy way to deal with complex issues and policies -- but under the current system, it's what we're stuck with.
