The reason for the surge that started during Obama’s first term was the fracking boom that started while President Bush was in office. The Bush Administration passed many laws to spur the fracking industry, but the production gains wouldn’t arrive until he was out of office. Hence, President Obama and then President Trump would preside over those gains.

Biden created the vaccine rollout plan that Trump didn't because he was too busy trying to overturn the election.
Now the vaccine rollout was beset by GOP governments in several states resisting the vaccine as part of a larger to throw sand in the gears of the new administration.
As Mitch McConnell so aptly said, the primary goal of the GOP was .... obstruction.

I wouldn't have blamed Trump for the curve balls this pandemic has thrown at every country in the world.
I'm sure we would have given Trump a mulligan on COVID if he had displayed any level of competence.
