The article is behind a paywall, so I’m not able to read it in detail. However, it is hardly surprising that Trump doesn’t understand the underlying issues, because he’s conceptually unable to understand abstractions; he personalizes everything. he does not comprehend that peace in Ukraine is not in Putin’s interest, and that that is why Putin is delaying negotiations. Trump just thinks Putin is engaged in personal slights against himself or Zelensky.
