my opponent keeps offering me a draw and i keep refusing it.
some times these unrequited draw offers are offputting ... move after move after $&%*ing move ... but they do need to be made ...
how exactly does over the board chess deal with this?
and most importantly:
how should rhp deal with repetitive draw offers?

i suggest - very much open for debate, i am sure there are many other options/ opinions/ browsers:
when a draw offer is made ... then that player cannot offer a draw on the next move as well, (but can still claim one if it becomes a technical draw)

I offered a draw to a player in a totally drawn position, the game was only 15 odd moves in but any move made by either player would screw their position, he declined, maybe because my rating was a lot lower than his and he didnt want to lose points, now he has two lots of doubled pawns. I think a lot of players will accept or reject draws based on rating, also if its a clan game and the clan only needs a draw to win then they might accept it then, or reject if they need the win. I only offer a draw once in a game, then if they believe it is a draw they can offer or i'll keep playing. If someone was offering constant draws OTB you would just get the arbiter, who would tell the player to shut up or lose. A bit of a sly underhanded tactic but one that often helps to make people stop offering draws OTB, is to take your sweet time over the reply, they have to make the offer on their move. Just stare at the board for a minute or two, then look at them like you are going to say something, then stare at the board for a bit long then deny it. You will waste their time and break their concentration. :-)
