Secretly soliciting the cooperation of a foreign power to gain electoral advantage is a violation of the Constitution, trying to get the FBI to start an investigation is something at the level of wasting police time. Aside from which, there's a case for the FBI to do a reality check.

Disbursing foreign aid is actually a foreign policy tool. He is in charge of foreign policy. Common sense. 2+2=4. LBJ used that power to strong-arm Phillipines, Thailand and S Korea to send troops to Vietnam. Obama denied funds to Egypt and Africa until they cooperated with counterterrorism and gay rights, respectively . There are many examples.
