Work permit/visa: yes, depending on security check
Government support: perhaps, it probably would be determined by what type of work and/or wages received for the job. You just call it "welfare" without stipulating what type of "welfare". If a person has no other form of income and needs, for example, temp. rent support until getting paid, then I do not see why not. Up to the employer, but the requirements/recompense should be noted in the job offer. There is no reason to offer a job, then make it impossible to succeed at the job, unless you just hate people.
In short, the onus should be on the employer to smooth the way for their own employees. If you are proven to just be a jackass only wishing to make life harder for your employees, word will get around and you won't get any takers. If you represent a company, you yourself might soon be out of a job.
