Interesting question. It doesn't matter where the Steele dossier was false or not. It was unfinished research and never published by the campaign. What other people did with it once it was leaked is totally on them.

The campaign/committee did break election law by concealing the payment for the dossier as 'legal services' when it should have been 'opposition research'. They were fined for that.

But did Clinton 'falsify business records in the State of New York' in the process of breaking election law? Apparently not. Clinton had more firewalls between herself and that sort of activity.

Smart lady. But them's the breaks.
