This bit missed a bit. It probably would have been understood in context but the point is that unless an authority is empowered to bring all participants into line by whatever means that ensures compliance, then we might finally get somewhere. But while the playing field is only levelled for some and while information is still allowed to be veiled, then the ability of companies to flout regulations and exploit loopholes will still be the status quo.

The untold regulation is not working we need a few more volumes another 1000 pages or so should do the trick, and another couple of bureauratcracies.
