Since street fighting and other thuggish activity is once again done with blades rather than guns over there (and with greater frequency than in the US), should the smallsword come back into fashion?

Sword and buckler, sword and dagger were common small arms in Elizabethan times. However, the average bloke couldn't use them properly then either.
Why not have everybody learn ninja skills? Surely that would be effective against the crime you mention.

Ninja skills are mostly about sneaking around, poisoning and using weapons anyway. Not the best self-defense style.
I recommend something like hapkido or jiujitsu.
At least with a sword grappling is minimized, helping the little guy out.
