Mandatory for whom, the employer or the employee? Actually there is a case for it, as wearing oneself out to earn a small amount of extra money can reduce one's effectiveness and lead to health problems. It would also help prevent employers from pressurizing staff to "voluntarily" work too much. Although I'd tend to favour only actually legislating on the employees side for people who are in safety critical jobs.

They extended it to my department after I started there. My wife and I had just moved across country from Florida. Magically, when a new guy took over as plant manager, they somehow were able to do away with the shutdown.
This was in part because the shutdown parties at local bars and people's apartments were drawing the attention of the law.
