The part that actually involves "healthcare reform" is the first division called "Affordable Healthcare Choices. This lasts until page 215.
Then there's a very long section on "Medicare and Medicaid Improvements". This lasts from pages 215-885. The problem with this part is that it involves many references to specific subsections and clauses within existing Social Security, Medicare, and Medicaid laws. Understanding these changes would require having an extensive knowledge of the existing legislation.
Finally, there's some stuff about "Public Health and Workforce Dvpt" that covers pages 855-1017.
I would propose to Obama and Congress to eliminate the last two divisions and trim the bill down to a much more manageable 215 pages that covers the main reforms that he wants to get done. We can come back later and deal with the other two divisions. There is still plenty to debate within the first division.
