I put this question in another debate thread but thought i would start a different one for it.

When there is a war, do the soldiers go to war or do the countries go to war? If its the countries that go to war, then how can we say that non-soldiers that are killed are innocent?

I don't understand how they aren't innocent.

I guess you could argue that since they are members of the country they could have worked to prevent the war and are thereby responsible. Personally though I think a "country" is defined more by its government than by its people.

I think the idea is that wars involving civilians are messier and more brutal. Since each side can attack the other's civilians, it's to neither of their benefit to do so as it will invite retaliation. However the foes the US and allies face today do not respect these "rules of war", and to some extent neither do the US or it's allies.

That's a very interesting question and I keep thinking about it without coming up with any reasonable answer. I suspect that the legal answer lies somewhere in a definition of a contract, implied or real, that exists between the citizens of a country and their responsibility to each other and to the government of that country, and that government's responsibility to its citizens.

This must partly rest on the nature of the war itself.
If this is about Iraq, as I suspect it probably is, then surely the Iraqi citizenry are innocents in the sense that they were invaded by a foreign power (or powers if you like).

The countries themselves do not go to war, as there may be conscientious objectors.

America has created more terrorists.

However, the terrorists may now be regarded as soldiers.
