Agree, because trying to control all channels of communication is a bit like trying to maintain a perfect vacuum. Yes you can do it, but only under very strictly controlled lab conditions. Because of Nature's abhorrence for vacuums, you couldn't maintain one over say an arena the size of the Louisiana Superdome. Even if you could it would probably suck your vacuum budget dry.
So no, given the vastness of bandwidth out there, and the willingness of many to keep in touch with emerging technologies, the notion that somehow someone or group could plug up access to all that bandwidth such that only authorized use of those airwaves at a cost to the user would be the end reality is a flawed one. imo.

If given free reign, people would make a mess of the airwaves for their selfish purposes and chaos would ensue. Government regulates, as it should.
Now, if you ask if the FCC is allowing airwaves to be used most effectively, you might get a different answer.
