I watched a program on Story TV called declassified human experimentation. The CIA broke the law and got away with it even after it was exposed.

The CIA and Porton Down do not have government oversight, do they?
That means they had more power than the government since government was kept in the dark.

Why do we even bother with elections? The CIA and Porton Down work independently of government. There is your dictatorship. The US and UK are not democracies.
