UK and France have permanent seats too. They are responsible for the Commonwealth, Africa, India and Western Europe in theory.

I think Europe could easily come to parity with these superpowers if they united. I also don't think Trump is going to stay after 2028 and China and Russia are both on the brink of societal collapse.
